Woman robbed in parking ramp By Tribune staff La Crosse police are searching for a man who robbed a woman in a downtown parking ramp Sunday afternoon. The woman was in the passenger side of her vehicle with the door open about 3 p.m.

on the third level of the parking ramp at Third and Main streets, according to police. A man attempted to pull her purse off her shoulder, then grabbed her elbow and she fell as she tried to run, police said. The man demanded she empty her purse, taking $17 in cash and 135 prescription drug pills, police said. He also tried to steal her rings. He was described as a white male with a mild tan and heavier build, age 25 to 30, height of 5 feet 8 inches to 5 feet 11, police said.

He has short medium to dark brown hair, no facial hair and a raspy voice. The man last was seen wearing a navy blue zip -up sweatshirt, navy blue T-shirt with white lettering, jeans and white shoes. He possibly fled in a red sports car. CUMBERLAND FURNACE, Tenn. Funeral services for Ricky Helgerson, 46, of Cumberland Furnace were Monday, Sept. 28, 2009, at Taylor Funeral Home in Dickson, with the Rev. Sam Brown officiating. Interment followed in Cumberland Furnace Cemetery.

For those desiring, memorials may be made to the Cumberland Furnace Cemetery Fund. Arrangements were by the Taylor Funeral Home. Ricky was born July 23, 1963, in Downers Grove, 111. He died on Sept. 26, 2009, at Dickson Healthcare Center.

He is survived by his father, Richard D. Helgerson and his wife, Anna of Cumberland Furnaee; sister, Victoria Lynn Brown and her husband, Joe, of Dickson; one nephew, Derik Stockton and his wife, of Dickson; two nieces, Deanna Selke and Elizabeth Selke of Dickson; one great-niece, Baleigh Stockton; and several aunts and uncles. BUDGET ST. PAUL A new subcom-, mittee will study the state's budget problems and make recommendations when the Legislature convenes in February. Top legislative Democrats say they are naming the panel to address a multibillion-dollar deficit anticipated for the state budget cycle that begins in 2011. Legislative sessions in even-numbered years like 2010 usually do not focus on budgeting, but lawmakers may be faced with budget decisions if a short-term deficit develops. ONALASKA Dorothy Mae Newman, 68, of Onalaska died Saturday, Sept.

26, 2009, at her home. She was born Dorothy Mae Walszon to Dorothy Przybylski in St. Paul on April 12, 1941. After her mother passed, Dorothy was orphaned at a young age and was taken in by Lorraine McCarten. Dorothy graduated from Madison East High School in 1959, where she met her husband.

She was joined in marriage by Dale Newman on March 17, i960, in Madison. She spent many years working at Swiss Colony Cheese in Sun Prairie, before moving to Onalaska with her family. The passions in her life included playing euchre and bingo. She also found it difficult to pass a rummage sale without stopping. The Green Bay Packers could also count on her support on Sundays; whether they won or lost.

It has been heard that she was an "old school" type of person. Dorothy is survived by her daughter, Diane (Joe) Krause of Onalaska; son, Dave Newman of Onalaska; granddaughter, Alicia Krause of Onalaska; grandsons, Joshua Krause of Madison and David Newman Jr. of Cashton; and great-grandson, Cameron Krause of Madison. She was preceded in death by her husband and her parents. Memorial services will be at 3 p.m.

Wednesday, Sept. 30, at Dickinson Funeral Home, 401 Main Onalaska. Visitation will be from 2 p.m. until time of services. Dorothy will be missed, and loved by all who knew her.

Information and online condolences maybe shared at www.dickinsonfuneral homes.com. Lela Grace (Strauss) Stugen Lela Grace (Strauss) Stugen, 94, of La Crosse passed away Saturday, Sept. 26, 2009, at St. Joseph's Rehab Center in La Crosse. She was born April 11, 1915, in Lamont, Wis.

Lela was a resident of La Crosse for more than 80 years and retired from St. Francis Hospital. Lela was preceded in death by her husband, Clarence Stugen; her brothers, Chester, Morris, Alfred, Fred, Wade and Elmer Strauss; and her sister, Ada (Strauss) Hill. Lela is survived by her daughter, Ginny (Ralph) Hanson of Tampa, grandchildren, Jackie (Freddie) DeLeon of Webster, Kevin (Cindy) Hanson of Racine, and Brian (Dora) Hanson of Plainsville, six great-grandchildren; and 10 great-great-grandchildren. She is further survived by nieces and nephews.

Funeral services will be held at 11 a.m. Friday, Oct. 2, at Schumacher-Kish Funeral Home of La Crosse. Pastor Scott Skogen will officiate. Burial will follow at Woodlawn Cemetery in La Crosse.

I 2010 TOMAH Two people were injured, one seriously, in a two-vehicle crash Sunday night on eastbound Interstate 94 just west of the I-90 split. The incident happened about 9:50 p.m. when the driver of a work truck pulled out of a closed lane of traffic into an open lane and collided with an eastbound van, according to the Wisconsin State Patrol.

COON VALLEY Gerhard W. Kapanke, 96, formerly of rural Coon Valley, died Sunday Sept. 27, 2009, with his wife and family by his side at Kapanke Alterra Sterling House in La Crosse, where he had resided the past two years. Gerhard was born Feb. 11, 1913, on Stoddard Ridge in town of Bergen, Vernon County, to Ferdinand and Alma (Krause) Kapanke.

His family moved when he was 2 years old to the farm in rural Coon Valley, where he farmed for 83 years. On June 4, 1935, Gerhard married Lillian Meyer at Mount Calvary Lutheran Church in La Crosse, and together they raised six children. He was baptized, confirmed and a lifelong member of St. Peter's Hamburg Lutheran Church. Survivors include his wife, Lillian; six children, David (Janice) and Paul (Janice) of Coon Valley, Mary (Paul) Benson of Stoddard, John (Sherry) of Minneapolis and Dan (Ruth) and Ruth (Robert) Lenser of La Crosse; 20 grandchildren; and 25 great grandchildren He was preceded in death by his parents and two sisters, Arlene Markle and Alida Johnson.

Private family funeral services will be held Wednesday morning, Sept. 30, at St. Peter's Hamburg Lutheran Church in rural Chaseburg, with burial to immediately after in the church cemetery. Public memorial services will then take place at 11:30 a.m. at St.

Peter's Evangelical Lutheran Church in Chaseburg, with Pastor Steven Oldre officiating. Friends are also invited to a visitation from 4 to 8 p.m. today at Seland Funeral Home in Coon Valley and to greet family at St. Peter's in Chaseburg on Wednesday from 10:30 a.m. until service time.

STATE The Associated Press LAWMAKERS CONSIDER EXPANDING ENERGY REBATES -MADISON- Rebates of between $25 and $200 could be available to Wisconsin residents for buying new energy efficient appliances. The new rebates would be paid for with about $5 million in federal stimulus money.

The plan is up for approval today by the Legislature's budget committee. If it gives the OK, rebates could start as early as November and run until the money runs out or February 2012, whichever comes first. Rebates are available for qualified water heaters, natural gas boilers and furnaces. The new RALLY FromBl The Department of Administration considers the four UW plants to be in compliance, said Emily Winecke, communications specialist with the department. The DNR is reviewing the Sierra Club's claims.

The Sierra Club sued UW-Madison and the Department of Administration in May 2007, claiming the campus power plant lacks modern pollution controls. A federal judge later ruled the plant needed to cut coal use by IS percent starting in 2008. Plans now are in the works to replace coal burning with a boiler fueled by biomass. "If the state can take its biggest facility and make it burn biomass and natural gas, smaller plants can certainly do the same thing," said Fcyerherm. The UW-L Student Senate likely will vote Wednesday on a resolution urging the state and governor to explore converting the UW-L power plant to biomass and natural gas.

"Ideally, I would like this to raise attention in state government and the DOA that this is an Issue at UW-L, not just Madison," said Missy Ruplinger, environmental sustainability director for the UW-L Student Association.
